Kembrij universitetini tugatgan (1865), J.K. Maksvell o&#8217;limidan keyin shu universitet professor (1879 yildan) va Kembrij universiteti qoshidagi Kavendish laboratoriya direktori. Britaniya Qirollik instituti professor (1887 yildan). Ilmiy ishlari akustika, tebranish nazariyasi, optika, elektr va fizikaning boshqa sohalariga oid. U guruhni va fazaviy tezliklar farqini tushuntirib berdi va guruqli tezlik formulasi (Reley formulasi)ni yaratdi. Reley mutlaq qora jism nurlanishining qonunlaridan biri \u2014 shu jism nurlanish spektrida energiya taqsimotining traga bog&#8217;likligini ifodalaydigan qonun (Reley \u2014 jins nurlanish qonuni)ni ishlab chiqdi (1900), bu qonun kvant nazariyaning yaratilishida muhim o&#8217;rin egalladi. Reley yorug&#8217;lik sochilishining molekulyar nazariyasiga asos soldi. U U. Ramzay bilan birgalikda argonni kashf etdi (1894).
