O&#8217;zbekiston Fanlar Akademiyasi akademik (1947), O&#8217;zbekiston va RSFSR da xizmat ko&#8217;rsatgan fan va texnika arbobi (1959, 1967). Mehnat Qahramoni (1979), fizika-matematika fanlari Doktori (1943), professor (1943). Moskva universitetini tugatgan (1934). Shu institutda aerodinamika laboratoriya (1937\u2014 52), gaz va to&#8217;lqinlar dinamikasi kafedrasi (1952-88) mudiri. O&#8217;zbekiston Fanlar Akademiyasi Prezidiumi a&#8217;zosi va texnika fanlari bo&#8217;limi raisi (1947-52). O&#8217;zbekistonda ko&#8217;p fazali muhitlar gidrodinamikasi ilmiy maktabi asoschisi. Asosiy ilmiy ishlari elastik va elastic-plastik muhitlarda to&#8217;lqinlar tarqalishining dinamik nazariyasi, elastik bog&#8217;lanishlar bo&#8217;yicha ko&#8217;ndalang zarba nazariyasi, tuproq dinamikasi, singdiruvchi jismlar aerodinamikasi, parashyutlar nazariyasi va ko&#8217;p fazali tizimlar mexanikasiga doir. Rahmatullin yuk tushadigan (nagruzkali) va yuk tushmaydigan (nagruzkasiz) to&#8217;lqinlar mavjudligini kashf qildi (ular &#171;Rahmatullin to&#8217;lqinlari&#187; nomini oldi). Bu kashfiyot inshootlar zaminini hisoblash va ularni loyihalashda, kema zirhi mustahkamligini aniqlash va boshqa masalalarni hal qilishda qo&#8217;llaniladi. Rahmatullinning aerostatlarning troslarga ko&#8217;ndalang urilishiga bag&#8217;ishlangan ishlari 2-jahon urushi yillarida Moskva mudofaasi tizimini tayyorlashda keng qo&#8217;llanildi. Rahmatullin rahbarligida paxta chigitidan lint (kalta tolalar) ni aerokimyoviy usul bilan ajratib olish texnologiey va nazariyasi ishlab chiqildi. O&#8217;zbek olimlari F. Abutaliyev, E. I. Buzin, G. A. Koshevnikov, J. Fayzullaev va boshqalar Rahmatullinning shogirdlari hisoblanadi. Rahmatullin Beruniy nomidagi O&#8217;zbekiston Davlat mukofoti laureati (1968). Toshkentdagi ko&#8217;chalardan biri Rahmatullin nomi bilan atalgan.
