Dastlab Bryusselda 1993-yil may oyida O\u2019rta Osiyo respublikalari, Qozog\u2019iston, Ozarbayjon, Armaniston, Gruziya davlatlarining savdo va transport vazirlari ishtirokida o\u2019tkazilgan konferensiyada bu yo\u2019lakni qurish dasturi qabul qilingan. Konferensiyada Yevropa Ittifoqi tomonidan moliyalanadigan G\u2019arb-Sharq yo\u2019nalishida Yevropadan Qora dengizni kesib o\u2019tib, Kavkaz, Kaspiy dengizi orqali O\u2019rta Osiyo va undan Xitoyga chiqadigan transport yo\u2019lagini qurish bo\u2019yicha texnikaviy hamkorlik haqida bitam imzolandi. Dasturni amalga oshirish maqsadlari Markaziy Osiyo va Zakavkaze respublikalarining Yevropa va jahon bozorlariga muqobil transport yo\u2019laklari orqali chiqishiga imkoniyat yaratish bilan ularning siyosiy va iqtisodiy mustaqilligini qo\u2019llab-quvvatlash; bu respublikalar o\u2019rtasida mintaqaviy hamkorlikni yanada rivojlantirishga ko\u2019maklashish; bu yo\u2019lakni TransYevropa tarmoqlari (TENS) bilan bog\u2019lash va boshqalardan iborat; YE-K-OTY Markaziy Osiyodan yuklarni jahon bozorlariga xizmat ko\u2019rsatadigan yirik tonnali dengiz kemalariga yetkazib berish uchun eng qisqa va eng arzon yo\u2019ldir. 2000-yilga qadar texnikaviy hamkorlikning 28 tadqiqoti (37 mln. yevro) va infratuzilmalarni tiklash bo\u2019yicha 10 investitsiya loyihasi (48 mln. yevro) mablag\u2019 bilan ta\u2018minlandi. Yo\u2019lakni barpo qilishda yirik xalqaro moliyaviy muassasalar ishtirok etadi. Yevropa tiklanish va taraqqiyot banki yo\u2019nalish bo\u2019yicha portlar, temir yo\u2019llar va avtomobil yo\u2019llari kapital loyihalari (umumiy miqdori 250 mln. AQSH dollari), Jahon banki Armaniston va Gruziyadagi avtomobil yo\u2019llari bo\u2017yicha kapital loyihalarini (40 mln. AQSH dollari) va Osiyo taraqqiyot banki avtomobil va temir yo\u2019llarni takomillashtirishni moliyalash majburiyatini olgan. Yevropa Ittifoqidagi xususiy investorlar Markaziy Osiyo va Kavkazdagi transport kompaniyalari bilan qo\u2019shma korxonalar tashkil qilgan. Yevropa &#8212; Kavkaz Osiyo temir yo\u2019lning umumiy uzunligi 10 ming km.dan ortiq.
